JOB SUMMARY
The Department of Transport appointed Taxi Recapitalisation South Africa to create and execute commercial solutions that will enhance the financial sustainability of the minibus taxi industry.
We are looking for an HR Practitioner to join the company. This position plays both a strategic advisory and hands-on operational generalist role, ensuring HR processes align with legislation and organisational objectives. The incumbent will also represent the company at the CCMA and supervise HR and payroll-related activities within the department. The role reports directly to the CEO.
KEY RESPONSIBILITIES
Recruitment & Selection
- Oversee the full recruitment and selection process, ensuring attraction and retention of top talent.
- Partner with management to forecast workforce needs and succession planning.
- Manage onboarding, orientation, and career development processes.
- Ensure all recruitment practices align with legislative and company policies.
Payroll Supervision and HR Administration
- Supervise the monthly payroll process in collaboration with the Finance Manager.
- Review and verify payroll input data (new hires, terminations, overtime, leave, benefits, etc.) for accuracy and compliance.
- Ensure all employee changes are timeously communicated and processed on the payroll system.
- Monitor statutory deductions (PAYE, UIF, SDL) and ensure adherence to legislative and company requirements.
- Support payroll audits and respond to payroll-related queries from employees and management.
- Maintain confidentiality and accuracy of employee compensation data.
Labour Relations
- Serve as the primary HR contact for all employee relations matters.
- Provide expert advice to management on disciplinary, grievance, incapacity, and performance issues.
- Chair or facilitate disciplinary hearings and grievance proceedings.
- Prepare, represent, and defend the company in CCMA conciliations and arbitrations.
- Liaise with external legal advisors (NEASA) and ensure procedural and substantive fairness in all cases.
- Promote a healthy, compliant, and high-performance workplace culture.
Performance Management
- Drive the Performance Management Cycle from goal setting to reviews and development discussions.
- Support and train line managers on effective feedback and coaching practices.
- Identify opportunities to improve engagement, retention, and team performance.
- Lead change management initiatives to ensure smooth implementation of organisational changes.
Skills Development
- Conduct training needs analyses and develop a Workplace Skills Plan (WSP) and Annual Training Report (ATR).
- Coordinate and monitor all training, induction, and upskilling programmes.
- Ensure compliance with the Skills Development Act and SETA requirements
Employment Equity & B-BBEE
- Lead Employment Equity initiatives and ensure compliance with the EE Act.
- Support the preparation of EE reports, audits, and B-BBEE verification processes.
- Promote diversity and inclusion across all business units.
HR Projects & Advisory
- Drive and implement HR-related projects as required.
- Provide HR advisory support to management teams.
HR Policies, Compliance & Projects
- Review, develop, and implement HR policies and procedures to align with current labour legislation.
- Ensure compliance with BCEA, LRA, EEA, SDA, and POPIA.
- Drive special HR projects as required by management.
- Maintain accurate HR metrics and prepare monthly HR reports for management.
Supervisory Responsibilities
- Lead and develop direct reports to ensure achievement of HR objectives.
- Oversee staff performance, provide coaching and mentorship, and ensure compliance with HR procedures.
Minimum requirements
- Bachelor’s Degree in Human Resource Management or Industrial Psychology (Postgraduate qualification advantageous).
- 5–7 years’ experience in a full-spectrum HR Generalist or Senior Practitioner role.
- Proven experience handling CCMA conciliations and arbitrations.
- In-depth knowledge of South African Labour Legislation (LRA, BCEA, EE Act, SDA, OHSA, POPIA).
- Hands-on experience with HR systems and strong proficiency in MS Office (Word, Excel, PowerPoint).
- Demonstrated experience advising senior leaders and managing complex HR cases.
